Authority to Connect (ATC)

An Authority to Connect (ATC) is an approval that permits a system to connect to another system or network, typically a DoD network. While an ATO authorizes a system to operate, an ATC specifically authorizes the network connection between systems.

ATCs are common when a contractor-owned system needs to connect to a DoD network. Even if your system has its own ATO, you still need an ATC to plug into the government's infrastructure. The ATC process verifies that your system won't introduce unacceptable risk to the network you're connecting to.

Why It Matters

If your deliverable requires connecting to DoD networks, plan for the ATC process in your project timeline. It's a separate approval from the ATO and can add weeks or months if not anticipated early.
